The assumption that the university creates wealth and can effectively influence the distribution of income is tested in the Ontario University System. An empirical evaluation of the system indicates that it is regressive and tends to create wealth for, and shift income distribution in favor of higher income groups. (JMF)

Assumptions about academic staffing in Canadian universities are examined in light of the combined effects of the expansionist 1960s and the depressed 1970s.
