A study to determine whether labor markets for top-level two-year college administrators are occupational internal labor markets characterized by career lines and fixed, low-level entry positions, is discussed. Characteristics of loosely structured labor markets are described, and a model of administrative careers is proposed as having heuristic value. (Author/MLW)
