Prince, Heath
Jobs for the Future

Occasional papers in the series Advancement for Low-Wage Workers seeks to elevate discussion of this issue within and outside the workforce field, addressing public policy and on-the-ground practice. The author discusses key elements generally applicable across states and communities, including: (1) Apprenticeships in union-based, long-term and paid training programs; (2) Publicly supported paid internships; (3) Publicly supported, flexible training programs; (4) State-funded training programs for incumbent workers; (5) Cash stipends; and (6) Income-based cash payments to Workforce Investment Act (WIA) participants in training.
