The author points out that much of the controversy regarding mainstreaming, normalization, and the least restrictive environment stems from oversimplification and lack of knowledge of the significant historical development behind these concepts. Changes in public awareness, legislation, and pioneering efforts in educating the disabled are traced back to the early nineteenth century. (SBH)
