Issues in international university cooperation for scientific/technological advancement are discussed from the perspective of more highly developed Latin American countries, which generally have lower priority in large international cooperation programs. Long-term trends in cooperation, the current environment for change in higher education, and current opportunities for cooperation are examined. (MSE)
