Examines influence of Francis Galton and the Eugenics Education Society in the intelligence testing movement in England (early 1900s). For eugenicists, the central issue confronting society was the problem of racial deterioration. They responded with modification of the Binet-Simon tests and developed tests to examine the whole ability range. (Author/KC)
