A theory of managerial evaluation cannot be derived in toto either from a subjectivist or an objectivist position. Managerial activity, with a basis in rationality that is operationalized in a pragmatic fashion, is investigated, illustrating tensions that exist between its evaluation by the professional and by the bureaucrat.
