Argues that public policy in higher education desegregation is linked to conceptual confusion and inadequacies in sociology. The proper reconceptualization of social policy would be grounded on a science of society in which assimilation is postulated as a competing conceptual tool, along with the growing body of dynamic social and sociological developments.
