Reflecting national trends, a quarter of college freshmen in Ohio's public colleges and universities enroll in remedial coursework. Possible causes of underpreparedness are discussed. Policy recommendations focus on aligning high school and college requirements, developing a comprehensive K-16 continuum of assessment and intervention, K-12 school reform, improving teacher education and quality, and continuing to offer limited college-level remediation.
