Education Action Zones, Empowerment and Parents.

Although Education Action Zones were created to empower parents in British schools, data from three zones indicate that the interests of education professionals and already involved parents predominate over those of socially excluded parents. The deficit model of parents as "problems" contributes to continued limitations on their involvement in school decision making and policy development. (Contains 27 references.) (SK)
