There are numerous examples of small, self-governing schools of choice that successfully serve high-risk students in both public and private sectors. Good schools are filled with particulars that explain their surprising successes. Strong democratic schooling needs new forms of horizontal accountability focused on a school's collective work. A New York City network offers promising, charter-like approach to accountability. (18 references) (MLH)
