This article reviews developments in the field of educational measurement over the preceding 20 years, focusing on criterion-referenced measurement, item response theory, standard-setting methods, and equating methods. (TJH)

This is a reprint of a 1986 letter by the former president of the National Council on Measurement in Education (NCME) to New York and California legislators. The author outlines why NCME is opposed to legislative initiatives to extend Golden Rule procedures to tests in those states. (JAZ)

Issues concerning the selection of judges for standard setting are discussed. Determining the consistency of judges' recommendations, or their congruity with other expert recommendations, would help in selection. Enough judges must be chosen to allow estimation of recommendations by an entire population of judges. (SLD)

Means of establishing standards for teacher certification tests are discussed. Focus is on the requirements and implications of the 1985 "Standards for Educational and Psychological Tests" and the 1978 "Uniform Guidelines on Employee Selection Procedures" that apply to the establishment of teacher certification test standards. To help graduate students learn the ropes about publishing in educational research, this paper discusses reasons to publish and examines the types of manuscripts sought by each of the seven major educational measurement journals. A statistical contrast of these journals summarizes their differences. (SLD)

A newly developed performance standard-setting procedure, termed iterative judgmental policy capturing (JPC), is applicable to assessments composed of distinct multidimensional exercises. The procedure is described, and results are reported from the application of JPC in a study involving a panel of 20 teachers and 6 performance exercises. (SLD)
