To upgrade inservice training, teachers take the lead in creating and offering the kind of training their colleagues need. At the national level, the American Federation of Teachers runs an Education Research and Dissemination Program, featuring research-based practices in areas like math instruction or classroom-management skills. In New York City, the United Federation of Teachers runs "UFT University" for teachers' enlightenment. Peer-assistance programs are described. (MLH)
