Schools and Staffing Survey data from 1987-88, 1990-91, and 1993-94 show that many first graders enter school environments or come from family environments not conducive to learning. State Mandated Staff Development: An Update of the 1984 Study of the Fifty States.

Comparison of 1983-84 state survey of mandated staff development with a current study shows that, although state support for education has significantly increased, funding for staff development has not.
