Management of personnel in the field of education has been largely piecemeal, and the absence of a coherent approach to recruitment, training, remuneration, and promotion policies has exacerbated problems of local shortages and surpluses in specific subject areas. It is argued that, where a large and highly trained workforce--such as teachers--is employed, a consistent national strategy would be beneficial. (KDP)
