Overhead cost rates reimburse universities for indirect expenses of faculty research but raise cost to agencies supporting research. Study examines a sample of U.S. universities between 1984 and 1988; 1% increase in indirect cost rate led to a decrease in number and amount of awards amounting to about 0.5% for National Science foundation awards and 0.2% for Public Health Service awards.
