Expert panels and focus groups in Taiwan examined human resource development competencies that had been identified by the American Society for Training and Development. Although most competencies required of Taiwanese professionals were similar to those in the United States, Taiwanese culture placed more emphasis on career development theory, cost-benefit analysis, and negotiation skills.
