The present status and emerging changes in special education services in South Africa are discussed. The effects of apartheid in providing inadequate services to Black children with handicaps and conceptually antiquated services to White children are stressed. Innovative solutions are encouraged to provide services to the large number of children needing them. (Author/DB)
