Interviews with 12 Colorado vocational educators participating in an exchange program in Leningrad indicated Leningrad's vocational schools are playing a key role in Soviet social and economic reform. Decision making and control has shifted to the local level to improve responsiveness to industry. Profit-based cooperatives are being developed, and vocational schools are teaching the dynamics of a competitive economy. (SK)
