Normal schools are not now standardized, varying widely in organization, admission requirements, courses of study, and modes of instruction; and have never been a part of the system of higher education in this country. This monograph merely outlines the problem of standardization of State normal schools, and aims to demonstrate the necessity of a broader investigation. The bulletin is restricted to a study of State normal schools, eliminating a consideration of the work of closely related institutions, such as city training schools, county normal schools, and teachers' training courses in high schools.
