This bulletin is the full report of a study made by the Division of Elementary Education to help answer questions frequently asked about elementary school organization and supervision. These questions concern organization for instruction; supervisory personnel; in-service techniques; scheduling; classification; records; reports to parents; promotion policies; school-community relations; and selection, utilization, and management of instructional materials. To secure specific information, members of the Elementary Division staff visited 100 cities in 43 States and interviewed superintendents, assistant superintendents, directors, supervisors, and principals. Printed and mimeographed forms, reports, and bulletins were secured in addition to the interview data. While the cities are too few to have statistical significance, their accounts make a picture of current practice which will be of interest and value to all those exerting leadership in educational planning.
