Building Political Will to Overhaul California's School Finance System. Forum Report

Calls for changes in California's complex state-run school funding system, provided the backdrop for "Overhauling School Funding in California: The Push for Greater Adequacy, Equity, and Accountability," the EdSource 27th Annual Forum in March 2004. Participants discussed approaches for determining what would constitute adequate funding, reforms that would give more flexibility and control to local districts, accountability measures to ensure that dollars reach students, ways to make the system fair to all students, and, in this report, how to build the necessary political and public support to propel the necessary changes. Speakers included Jessica Garcia, Bob Blattner, Christopher Cabaldon, and Liz Guillen.
