Proposes a national protocol to prevent child abuse and neglect in Africa. Suggests that it be: (1) comprehensive, involving contributions from social service, health, legal, and government agencies; (2) community/neighborhood-based, creating an awareness of family environments; (3) child-centered, taking children seriously as individuals; and (4) family-focused, working to improve the functional competency and self-sufficiency of families.
