Compares the Cook Islands (a small Pacific Island country) and the Solomon Islands (one of the largest) with regard to availability of postcompulsory education. Suggests that postschool educational benefits are positively associated with smallness (resulting in higher per capita international aid), per capita income, foreign investment, urbanization, nonschool educational provision, and limited sovereignty (special relationship with a larger country).
