The current atmosphere of decline has caused faculty and administrators to shift their primary efforts from facilitation of learning to debate over survival issues. Colleges must nevertheless educate students and encourage intellectual growth. Potsdam's version of the Academic Program Evaluation Project is described as an example to show that this can be done.
