Presidential campaigns are usually eager to provide mind-numbingly detailed domestic-policy proposals. When it comes to foreign policy, however, campaigns often prefer to operate on the plane of generality and gesture. In the absence of blueprints, journalists and tea-leaf readers scrutinize the foreign-policy advisers attached to each candidate: How many times last month did Barack Obama have lunch with Anthony Lake? How fast does John McCain return Robert Kagan's phone calls? In this article, the author asked several international relations scholars for their reflections on the candidates and on the perennial foreign policy issues that face America.
