Faculty members and trustees each have responsibility for the tasks in which they have superior competence, but it is observed that shared governance cannot deal with ensuring the highest possible quality of education. The traditional roles of trustees are both to promote and defend the interests of the institution and to represent the concerns of the public, hence examining the methods used to enhance the quality of education is a natural way of discharging their representation.
