Georgia's Unusual "Electoral College"

This article reports a unique partnership between Kennesaw State University and the Georgia state government involving the participation of computer experts in the deployment or electronic voting machines. The effort has received attention in Washington as scientists and government officials search for ways to reform election procedures across the country. Kennesaw State's Center for Election Systems hires students and others to inspect e-voting machines, trains election officials and poll managers throughout Georgia, builds a database of ballots, and communicates with Diebold Election Systems, the company that makes the voting machines used in the state. It is the center's view that the workings of the election process should be kept secret, while many computer and political scientists argue that a transparent election process will help ensure reliability.
