Consultants in Reading Program Had Conflicts, Report Says

This paper discusses a report released by the Education Department's Office of Inspector General regarding problems in the administration of the government's Reading First Program. Reading First is a $900-million-a-year program that was designed to improve reading instruction in low-income schools in kindergarten through third grade. According to the recent report that focuses on the RMC Corporation, the company has failed to check for conflicts of interest among the academic consultants it hired. The recent report does cite complaints from two state officials who believed they were wrongly pushed to buy an assessment tool known as the Dynamic Indicators of Basic Early Literacy Skills (Dibels), which was created by two scholars at Oregon. However, the inspector general has not alleged that such people consciously profited from their conflicts of interest or inappropriately pressured states to purchase products they created.
