Argues that in the past, the major initiative for child and family legislation originated within professions involved in serving their needs. Given the present circumstances, however, the time has come for parents to become direct resources for legislators regarding the needs of children and families. Suggestions to help parents become effective advocates for their particular concerns are provided. (Author/MP)
