Suggestions for Statewide Measurement Systems: Pennsylvania's Experience

State agencies have been exploring a variety of options for addressing the Office of Special Education Program's (OSEP) requirements for measuring outcomes for children in early intervention (Part C) or preschool (Section 619) programs. OSEP requires the measurement of children's performance in three outcome areas: (a) acquisition and use of knowledge and skills (including language and early literacy); (b) positive social-emotional skills including social relationships; and (c) use of appropriate behaviors to meet needs. Children's progress in each of these areas will be assigned a category reflecting the type of progress made using a standard of similar-age peers.
