While in-service programs have long been a part of most teachers' professional activities, the history of such programs is not shrouded in an aura of success. Takes a fresh look at in-service teacher education programs with the view that teachers ought to command a dominant role in the design and implementation of in-service programs, which reflect the teachers' concept of the reality of the classroom.
