How Boards Can "Own" the Strategic Plan

Colleges and universities spend ample time developing strategic plans. The process often involves every constituency on campus, from faculty to staff to students, who attend endless meetings and discuss in detail every goal, objective, and strategy. In the end, the plan is "approved" or "adopted" by the board of trustees. But do the trustees as a group really understand its details? Do all of the trustees "own" the plan so that they are fully invested in its successful implementation? At Ohio Dominican University, a small private Catholic liberal arts college, they have developed a process that works--for the university as well as for the trustees--in large part because of three key beliefs: (1) Strategic planning is a critical element to the growth and development of a modern college or university; (2) Strategic planning should involve all constituencies, especially the board; and (3) Success in implementing the plan will correlate with the degree to which the board "owns" and is engaged in the plan. In this paper, the author concludes that the board owns the strategic plan, its members will better understand their responsibility in helping to implement it. The results may be higher levels of giving, increased assistance in external relations, and improved oversight of fiscal matters. What is most certain is that trustees and senior administrators will work better together and be more effective in leading the university.
