Institutional racism has been justified by disdaining non-Western cultures such as the Maori as illiterate. Maori education is focusing on biliteracy, developing literacy in both Maori and English within contemporary Maori cultural values and practices. (SK)

This research review looks at whether learning to read is different for children and adults and the emphases of top-down, bottom-up, and connectionist views of skilled reading. Concludes that phonological awareness is an important part of skilled reading. (SK)

An accurate cognitive and demographic profile of adults with low reading skills and a credible diagnostic tool have yet to be developed. It is not yet known whether those who learn to read as adults can use automatic processes or must develop metacognitive strategies. (SK)
