Moving Indiana Forward: High Standards and High Graduation Rates. A Strategic Assessment for Indiana Education Policymakers

Indiana was selected to participate in a new initiative--"Moving Forward: High Standards and High Graduation Rates"--jointly sponsored by Achieve, Inc. and Jobs for the Future and funded by Carnegie Corporation of New York. This effort is designed to spotlight the importance of pursuing a dual agenda of high standards and high graduation rates. The project aims to demonstrate how states and districts can create a more coherent, intentional, and aligned use of standards and support-based high school reform strategies and policies to improve both achievement and graduation rates for struggling and out-of-school students. This report provides a strategic assessment for Indiana policymakers on how they can use standards and support-based high school reform strategies to improve both achievement and graduation rates. Specifically, the report presents findings and recommendations from a policy analysis centered on three major areas to improve both proficiency and diploma attainment: data and accountability; interventions in the high schools losing the most students; and quality pathways to graduation. The recommendations include counting and accounting for all students, while keeping in mind the goal of college and career readiness; identifying the high schools that are losing the most youth and targeting those schools for immediate and significant intervention; and analyzing the supply of high-quality options and creating new pathways to high school graduation for struggling youth.
