These proceedings detail the first of two hearings on the Comprehensive Smoking Prevention Education Act of 1981. This report of the first hearing focuses on health related issues. The report presents testimony from representatives of the administration, from a panel of scientists, and from representatives of the American Cancer Society, American Heart Association, and American Lung Association dealing with the health consequences of smoking and with smoking as an addiction. Testimony from representatives of the Tobacco Institute opposing the legislation is also presented. The proceedings also include a technical review on cigarette smoking as an addiction and an additional 43 statements from health professionals and representatives of the tobacco industry in support of and opposition to the bill.
