This manual, one of a series for use in public education, provides an in-depth review of the current status of state and local smoke detector legislation. First, for the community considering a smoke detector law or ordinance, six decision points are discussed: which residential occupancy sub-classes will be affected; what the time factors are for compliance; how the law will be enforced; who will enforce the law; what type of detectors would be acceptable; and where and how many detectors shall be installed. The next section is an analysis (grouping together) of state smoke detector legislation followed by a state-by-state summary indicating type and/or extent of legislative action for each state. The next two sections provide seven sample state legislative acts and seven sample local legislative acts. Selected code sections from major model building codes and the National Fire Prevention Association are next discussed, including the basic building code, the national building code, the standard building code, the uniform building code, the one- and two-family dwelling code, and the life safety code. The concluding section on mobile homes discusses the effects of the National Mobile Home Construction and Safety Standards Act of 1974 on HUD regulations for mobile home fire detection equipment; state and local regulations for mobile homes; and the National Fire Prevention Standards, the 1974 edition of which was adopted by the American National Standards Institute (ANSI).
