Arizona Women in Poverty Hearings. Final Report.

Prepared at the request of Arizona Governor Bruce Babbit, this report documents the state of poverty among women in Arizona and recommends an action plan that will alleviate their poor economic status. Discussion focuses on three factors identified as influencing conditions of poverty experienced by women: changing family structure, the labor market, and social supports. Discussion of changing family structure reviews factors such as differing mortality rates between men and women and changes in marriage behavior that have resulted in a staggering number of female headed households. Additional topics include the impact of teenage pregnancies, child support policies, and income transfer programs. The section dealing with the labor market summarizes demographics of working women, points out inequities in pay and work opportunities, and analyzes employment training policies and programs. The discussion of social supports evaluates programs concerned with education, affordable housing, child care, transportation, family planning, literacy, shelters for victims of abuse, nutrition, and health care. The final section of the report presents the recommended action plan, the Family Security System, intended to strengthen Arizona's families and based on the Health Maintenance Organization concept that maintaining wellness is economically smart and socially advantageous.
