Educational Evaluation: Key Characteristics. ACER Research Series No. 102.

A set of 13 key characteristics is presented as a framework for educational evaluation studies: (1) program's stage of development when evaluator is appointed; (2) program's openness to revision; (3) program uniformity from site to site; (4) specificity of program objectives; (5) evaluator's independence; (6) evaluator's orientation to value judgments on program merits; (7) evaluator's orientation to utilization of his work; (8) attention to program goals; (9) generalizability; (10) formality of control; (11) emphasis on comparison; (12) scope of information collected; and (13) emphasis on interpretation. These characteristics are divided into four groups related to: the program being evaluated; the evaluator's position; questions asked in the evaluation; and evaluation design, and collection and interpretation of information. Each characteristic is further defined by more specific aspects of the evaluation or the program. Eight existing evaluation studies illustrate and compare the application of these characteristics: Neighborhood Benefit Program; Psychiatric Inpatients; Performance Contracting Experiment; Experimental School, Nuffield A-Level Biological Science Project; Mathematics Project; Humanities Curriculum Project; and Educational Extension Agents.
