In Puerto Rico, there isn't a survey that collects the parent's perception of the available services for gifted children. Considering this, in this investigation an instrument was created and scientifically validated to collect the parents' perception of the educational services available. The instrument was validated using internal and external validation. Once the instrument was written, it was submitted to the process of external validation through the revision of a psychologist, who was responsible to verify that the completion of the instrument didn't cause any stress on the participants and a linguist, who was responsible to verify that all language rules were used carefully. The internal validation was made using the statistical programs Remark Office OMR version 8 and Minitab 16. To determine if a question was statically significant, the Alpha Cronbach was used. All the questions obtained 0.99 in this test, which is extremely close to the ideal value of one. To determine if the questions have a strong relation, a Pearson Correlation Matrix was used. The questions obtained high and significant values. The instrument was statistically significant, proving to be of great value to obtain the parents' perception and resulting in empirical data, that will give recommendations to improve the gifted educational programs.
