This report describes the pilot program for SPINES, a computerized system for collecting, selecting, analysing, and disseminating documents and factual data that have a direct bearing on policy-making, arrangement, transfer, and assessment in science and technology. This data is needed in developing policies for the advancement of science and technology, and their application in developing countries. Included in the description are (1) the objectives and principles of the SPINES system; (2) an outline of project development--feasibility study, thesaurus, consultations and meetings, and workshops; (3) the pilot program--objectives, activities, and cooperation; and (4) instructions on how to take part in the pilot program. Fields covered by the system, a summary table of planned activities, and SPINES documents and publications are listed in the appendices. (KP)
