This document contains the text of a one of a series of Congressional hearings called to examine substance abuse among pregnant and parenting women and to explore prevention and treatment strategies. This hearing focuses on federal and state policies designed to address the urgency of perinatal substance abuse. Witnesses provide testimony on state legislative legal remedies and explain what the federal government can do to help.
