Policies for Migration and Development: A European Perspective. Policy Brief No. 30
Katseli, Louka T.; Lucas, Robert E. B.; Xenogiani, Theodora
OECD Publishing (NJ1)
Managing migration has become a priority for policy makers both in developed and developing countries. Large immigration or emigration flows relative to domestic population's impact on almost all aspects of an economy and society: family structures, community life, educational and health systems, labour markets, security systems, governance and institutions. There is a growing awareness that if management can be improved, important gains for both migrant-receiving (host) and migrant-sending (home) countries may be generated, and that effective management can mitigate risks associated with migration. This brief highlights the importance of interlinking migration and development policies towards a more effective management of migration, advocating that joint consideration of migration and development issues including development assistance could facilitate policy making and make difficult trade-offs easier to handle. Because in the European Union (EU), policy coherence for development has already been established as a major policy objective, the report adopts a European perspective. The report discusses: (1) Past, current and future migration trends focusing on immigration from non-EU countries to EU member states; (2) Migration policies, accounting for impact on both host and sending countries; (3) Policies to mobilise and diffuse the benefits of remittances; and (4) Suggestions on how to integrate migration into poverty reduction strategies of home countries. The conclusion of the brief focuses on the role of EU development assistance, trade and security policies in migration management and the need for improved governance for effective policy making. (Contains 52 notes, 5 boxes, and 2 tables.)
