Response to House Joint Resolution No. 118 [To Advance Computer-Assisted Instruction].

This response by the Virginia Department of Education to House Joint Resolution No. 118 of the General Assembly of Virginia, which requested the Department of Education to study initiatives to advance computer-assisted instruction, is based on input from state and national task forces and on a 1986 survey of 80 Viriginia school divisions. The status of computer literacy, computer science, business computer applications, use of the computer as a tool, computer-assisted instruction, computer-managed instruction, and computer-based instruction in Virginia is summarized. The impact on instructional computing of state legislation passed in 1983 is reviewed, and several services and products provided by the Department of Education to assist with the integration of instructional computing are listed. A rationale, study findings, and cost estimates are presented in support of the following recommendations: (1) improve the quality of instruction through technology; (2) support teachers and administrators with technology; (3) train educators to use technology to improve education; (4) improve the relevance of learning by reflecting technology-driven developments; (5) plan carefully for educational technology; and (6) develop funding and support mechanisms. Appendixes include the complete report of the Virginia task force, a chart showing recommended minimum educational utilization of computers for grades K-12, and a directory of task force members.
