Crisis in the Community: Waiting Lists for MR/DD Services

Waiting lists for people with intellectual disabilities who seek services from Mental Retardation (MR) or Development Disability (DD) systems are a very visible problem across the country and have forced people with disabilities, families and caregivers to respond by pressing their states into action. People living at home with their parents or caregivers are facing major crises due to the lack of services and support. There are various causes of waiting lists and these are as follows: The baby boom generation presenting itself for services; aging parents and caregivers; lack of entitlement to adult services; people wanting to live at home and not in segregated settings; people wanting to leave institutions and live in the community; the need to operate within available funding while Mental Retardation/Developmental Disabilities (MR/DD) budgets "tread water" with little growth, and the complex interaction of these variables. In this article, the author discusses the trends, facts, and obstacles facing waiting lists for people with intellectual disabilities. The author also examines what Pennsylvania is doing to reverse the problem on waiting lists and to promote awareness.
