Indochinese Refugees: An Emerging Ethnic Minority.

This paper examines the extent to which educational and other institutions of the dominant society are shaping the ethnic self-identity of Indochinese refugees. It is argued that an institutionally-defined ethnic self-identity is being imposed on the Indochinese as a precondition for consideration as a minority group in United States society. Major factors in the process of ethnic self-identification among the refugees in Minnesota are described. These include the refugees' social and occupational backgrounds, the relationship of the refugees with "patrons" and "brokers," the Federal government's resettlement policies, and the administrative actions taken by the University of Minnesota, particularly in regard to student financial aid. It is pointed out that the categorization of the Indochinese as an "ethnic minority" facilitates institutional action in providing financial, occupational, and educational resources to this group.
