Two major areas of concern related to the education and vocational training of migrant workers and their families are concentrated on in this report: the implementation of action programmes, and the preparation and application of community instruments. Specific regulations and directives of the Council are summarized, showing the intent to facilitate access to the general education, apprenticeship, and vocational training of migrants, and the progress of community efforts to meet those objectives. Studies of the programmes, which were the result of the resolutions and directives, and pilot schemes which have been completed, are described in detail. Funding by the European Social Fund which subsidizes expenditures made by public and private organizations for childrens' educational programs, adult language and vocational training, and teacher and welfare worker training is explained. Methods of exchanges of information on educational programmes between member countries are reviewed, with information given on discussions of experts on reception systems and methods, methods of teaching mother tongues, basic training, and continuous teacher training. Employment statistics on foreign workers and their children are included from member states, along with information of pupil nationality, age, and level of education. (JD)
