Instructional Support System for Occupational Education. Final Report.

Work continues on the development and expansion of the Instructional Support System for Occupational Education (ISSOE) in New York State, a system which is competency-based, teacher generated, and modular. Through a statewide network of participating agencies, the ISSOE development process had produced materials in a standard format in eight occupational programs. These materials include a complete content outline with major units which contain modules. All of the materials have been developed in a competency-based format and represent the entry-level job requirements for the particular cluster of jobs associated with the program. Nearly 800 teachers are participating in the development process which begins with a preparatory summer workshop followed by materials development during the school year. In the second year materials are critiqued, revised, and validated by regional industry and business groups, after which teachers fuse materials into existing programs. Preliminary work has begun on a student reporting system which will provide both student progress monitoring and employability profiles (conceptual design and pilot test report appended). Continuing adjustments and refinements have been made in the roles and responsibilities of the various participants to respond to the needs of implementing a complex system of instructional change.
