School Discipline Policies in North Carolina. A Follow-Up Report.

This report presents the findings and recommendations of a follow-up to a 1981 survey of school discipline policies in 144 public school systems in North Carolina. Much progress since 1982 is reported, but the districts need to review and revise their policies and practices. The six central sections of the report focus on these topics: student codes of conduct; suspensions and expulsions; suspensions and expulsions of "special needs" students; corporal punishment; principal authority; and positive approaches. Major recommendations include: (1) local boards of education should immediately review their discipline policies and procedures and continue to do so at least annually to update them based on current laws and State guidelines; (2) students, teachers and parents should all be involved in the development of local policies and student handbooks; (3) the State Board of Education, in cooperation with concerned organizations, should issue guidelines and model policies for local boards to use in developing their discipline policies; (4) the State Board should conduct an annual review of local school board policies and procedures; (5) local boards should have written policies or guidelines on suspensions of children with special needs; (6) teachers, principals and assistant principals should be required to review their discipline policies at the beginning of each school year; and (7) in-service training in classroom management techniques, assertive discipline, etc., should be provided to teachers and principals.
