Pennsylvania Blue Shield's Job Linked Skills Program. A Basic Skills Education Program. Final Performance Report.

A project developed a model curriculum to be delivered by computer-based instruction to teach the required literacy skills for entry workers in the health insurance industry. Literacy task analyses were performed for the targeted jobs and then validated with focus groups. The job tasks and related basic skills were divided into modules. The job tasks were presented in job-related scenarios that engaged the learners in tasks they must solve. Five modules were developed: orientation to computer software, medical terminology, reading claims forms, clear writing, and using reference materials. Job-related screening and criterion-referenced assessments, student attitude survey, instructor's manual, and evaluation instruments were also developed. The curriculum materials were implemented at Pennsylvania Blue Shield; more than 200 students received instruction. (Appendixes include advisory council meeting minutes and publicity materials. An evaluation of the program by an outside evaluator is attached. These findings of the formative and summative evaluation are reported: 268 students participated in classes on a volunteer basis; students at all reading levels showed significant gains; students' attitudes showed very little change; students expressed a high degree of satisfaction with the course; and supervisors fully supported workers' participation.
